Outtake: Their proposal has divided Democrats while uniting Republicans, returned American politics to well-worn ideological ruts, employed legislative tactics that smack of corruption, squandered the presidents public standing, lowered public regard for Congress to French revolutionary levels, sucked the oxygen from other agenda items, reengaged the abortion battle, produced freaks and prodigies of nature such as a Republican senator from Massachusetts, raised questions about the continued governability of America and caused the White House chief of staff to distance himself from the presidents ambitions.

The reference to pre-revolutionary France is something Ive been pounding away at for years. IMO, the US hasnt been governed for decades as those who are suppose to govern are in the business of exerting control over every aspect of life in the US. So when do we storm the Bastille?

Duchess of Yorkski: Just what is Sarah Ferguson doing plugging social climbing classes for the children of oligarchs?

Sarah Ferguson is encouraging parents to sign their children up for the English Mentors programme

The Duchess of York flicks back her distinctive auburn hair and leans towards the camera.

'The world is changing,' she confides earnestly. 'The future never more uncertain, with an increasing population and a scarcity of national resources.'

The words 'Deforestation', 'Terrorism', 'Global Warming', 'Credit Crunch' and 'Famine' flick alarmingly across the screen.

'The demand for well-paid jobs that are spiritually enriching is far outstripping supply,' she continues in Sloaney vowels. 'I want to give my children a chance - the best possible chance.'

All rather confusing, given that her children - Princesses Beatrice and Eugenie - are fifth and sixth in line to the throne, and appear more interested in enjoying their gilded youth than slaving away at the career coalface.

This doesn't appear to trouble Fergie, as she concludes her message, recorded from the back of a limousine: 'By giving your child the opportunity of participating in the English Mentors programme, you'll have made a real investment in their future.'

It all sounds very worthy, but what is this 'mentoring' programme - and why is the Duchess advertising it?

'She has lent her support to English Mentors as a favour,' says an insider, stressing Sarah did not get paid for the advert. 'The company's director is a very close personal friend, and she is very supportive of his ideas and business. She believes absolutely in helping people discover their passions and develop their skills.'

To get an idea of what this unusual company is all about, we must take a trip to a polo field in the West Country.

There, a Russian woman dripping with expensive jewels watches as her young son races a polo pony with mallet held aloft. She is glamorous international property broker Dina Karpova, and her son, Ivan, attends the exclusive Westminster School in London.

Miss Karpova leans over to a Russian ten-year-old in the group with her, sent by his social-climbing father. She whispers: 'If you play polo, you will be - how shall I put it - part of high society.'

Alongside Miss Karpova is Nigel Hadden-Paton, a close friend of the Duchess of York from teenage years. He is the managing director of English Mentors, and she helps him to recruit rich Russians for his programme. It helps wealthy families get their scions into top British schools, and trains them in the ways of the landed gentry.

A bespoke service offers youngsters advice on being a guest at a stately home, as well as how to eat soup correctly, shoot grouse and get a foot in the door at Oxbridge.

It also offers them an invaluable entree into high society. As Field Marshal The Lord Bramall, dressed in full military regalia, oddly attests in a promotional video: 'They will be tested undoubtedly, but they will be rewarded for their efforts.'

Doesn't all this seem a little outdated at the start of the supposedly egalitarian 21st century? And what do bona fide aristocrats make of the arriviste foreigners so desperate to be accepted by them.

Not that this matters to English Mentors' clientele. There is no shortage of Russian oligarchs, Middle Eastern royalty and European bankers willing to pay tens of thousands of pounds a year for 'an instant dose of silver spoon', as one source puts it.

Hadden-Paton himself stresses that he does not run 'social-climbing classes', going so far as to send youngsters on the programme to stay with a family in a council house, albeit in London's well-heeled Pimlico.

He also confides that 40 per cent of his clients are from wealthy British families, some of whom are household names.

'We do teach social skills, but we're not trying to turn out little Lord Fauntleroys,' he says.

'We work with children from the age of around ten, get them into the system, and then hold their hand through to university and their early career. You can give your kid a Ferrari and houses around the world, but the only really lasting legacy you can give them is an education.'

Oh, and connections. Each child who signs up with English Mentors is given an aristocratic mentor who takes on a godparent role, providing advice and oiling the wheels of the old-boy network.

That's where their summer courses come in - around 30 children a year are farmed out to stay in country homes for up to six weeks. Hadden-Paton says the company has some 'extremely high-profile families' on their list of hosts.

'They'll be totally immersed in a British family,' he says. 'They will sit at the dining table, develop their debating skills, and learn what it is to be English.'

Apart from learning to use the right fork and which way to pass the port, the children are given a crash course in English culture, with visits to the theatre and museums.

The other teaching on offer seems to hark back to a lost era of aristocratic privilege: watercolour classes in classic English landscape painting can be arranged and 'full immersion' polo courses are also on the curriculum.

Of the latter, the company brochure quotes Winston Churchill: 'A polo handicap is a person's ticket to the world.'

The youngsters are also given deportment and elocution lessons.

'They come from big, wealthy families, and at some point many of them will have to stand up in a boardroom and face the board,' says Hadden-Paton. 'We help them to handle that responsibility.'

Security experts teach them how to travel safely. They are also given seminars such as 'how to tell an anecdote without showing off', 'how to dress correctly for formal occasions' and 'etiquette expected by older generations'.

They are given instruction in basic manners and a pre-boarding school briefing can be arranged. 'Personal branding' is also on the menu, with help in choosing suits, including a visit to a Savile Row tailor. A course in guns gives aspiring gentlemen an education on the shotgun and rifle.

Throughout all this, students keep a video diary of their time to show their parents, who also get a daily update from the mentor.

Miss Karpova, who began her association with English Mentors once word got round Moscow that young Ivan had got into Westminster, says: 'It is quite a trend in Moscow and St Petersburg to send children to an English school. A lot of people who can afford it are doing so. But it is hard to understand the system.'

She has set up a college in Moscow to 'groom' children for the English system, saying: 'Our clients want to go to top schools; they want their kids to be friends with the top British families.'

Why are foreign parents prepared to pay such huge amounts to English Mentors? Miss Karpova, a former aerospace engineer with Bond girl looks, explains: 'Competition is fierce. A lot of British schools cap the percentage of foreign students. You are competing with Asian kids who are bred as racehorses to get into the English system.'

Hadden-Paton says his young clients are often rather spoilt. 'They are given far too much when they are very young, and that starts them off on quite the wrong foot. They believe they can click their fingers and things happen.'

Over the years I received similar letters and phone calls begging me to help for this or that. If the letter has a prepaid return envelope I write back, Have a car wash or a bake sale and dont bother me again. If its a phone call I say that to the caller. Amazing how the begging has mostly stopped.
